A bizarre murder occurs in Incheon. Former partners Han-soo (Lee Sung-min), leader of the 1st Investigation Team, and Min-tae (Yoo Jae-myung), leader of the 2nd Investigation Team, risk their promotions as they investigate. Han-soo quickly arrests the suspect, but Min-tae, convinced of the false accusation, unilaterally releases him, throwing the investigation into chaos and further deepening the rift between the two. Han-soo is summoned by informant Choon-bae (Jung Hae-jin), who asks him to become an accomplice in the murder in exchange for providing information on the bizarre murder.
